PHP/XML Developer needed for project in Los Angeles

PHP/XML experience that has worked with APIs Project: It's a flower website and the APIs will include Teleflora, 1800 Flowers, and FTD. I have the documentation associated with it, but it's under NDA so please let me know how we should proceed. The requirements: we are working with only one API that involves PHP and XML. Here is a description from Developer, who would be working with the contractor: "Our system will be using a highly customized, enterprise-level version of an open-source shopping cart, utilizing PHP 5+ and mySQL 5.0+. The system will require integration with two remote APIs, which serve as clearing houses for both credit card processing and customer orders. These APIs can be accessed via cURL, and the pertinent information will be sent via XML. Proprietary documentation has been included for your reference when providing estimates. The credit card gateway API programming will be straightforward, and coding must follow precedents from previously-coded CC APIs. The orders interface will be very extensive and includes some 14 message types to be communicated either to or from the remote network. Each message type may contain information on several separate orders. Some of these communications will be executed using CRON jobs, while others will be called, on-demand, from several different local files. Functionality of the code must be certified by the remote network provider at project completion. Coding within the shopping cart should be class oriented and not "hard coded", so methods and functions can be called from any file on the site. The main focus of the developer should be the core code to communicate with Mercury. Lead Developer will do most, if not all, of the integration which embeds Contractor's code with the store. Contractor's code should have definitions for configuration options for each API that I will be providing, using the database."
